Could there be life under water?

Is it possible to create a tunnel in the water wich is filled with "athmosphere" instead of water so you can walk through it.

I've wondered about that too. I thought it would be really interesting to make an underwater map similar to the Gungan's underwater city and include some kind of tunnels that would let you have battles on the dry land too. Also I thought it would be nice to have some way of seeing out of the city so you could see that you're under the water.
