Since the same time that retextures have been judged on any other criteria. Since there's no objective judge of quality with regards to purpose, no opinion is completely invalid.

That said, context is always useful when making a criticism. If someone's going for retextures that look realistic (and contextually it is not a bad assumption here), then it makes as much sense as anything else to judge based on practicality.
