Hero not working(liberty)

I am having issues with the mod that i am making the first issue is that i can not get the hero unit Liberty (which i am creating) too show up at all: i have put it in the galactic conquest heroes xml but it still does not show up any tips? I have tried it with all the data in one file and in the other files aswell
I do have it in the hardpoints data file also in the 5th tech level but nothing seems to help
