Deactivate/Activate Regions not working

I've been trying to set up a system where 4 specific regions are deactivated from the get-go, and then when a timer starts, the regions I specify are activated in that timer. It will basically create the effect of a Shadow Region set to turn everything in the region green, with a damage region that is activated simultaniously making it a "hazard" zone and you have to move to the next location. But when I load in the map, the regions are activated and not deactivated from beginning. How do I set this up so it works the way I want?
