0) staff isn't really bad, there jast stricter than at SotG
1) a lua is a text file that is used to:
-a-script in events(like in the campain)
-b-set up call units a vehicles so they show up in your map
-c-various other stuff
2) Cleaning is well I'll explain mungeing first.
When you munge its like shoveing meat into a sausage grinder, it locates all the files you've added to your world, or modifyed, and compresses them into fewer bigger files, which make up the contents of the three letter mod map folders.
when you clean, it tells the munge not to look for updated, and new things, but to re-read EVERYTHING, after you clean, the next munge can take HOURS, but it can often fix problems, due to the munge not reading some files like it should.
3) hex code is like... well all diffrent kind of files can be opened in a hex editor and modified, where as when you open some files with notepad or something its just a senceless pile of wierd characters, hex turns that into actual words and numbers. Kinda hard to expalin, but its simple. (mostly)
4) No idea, need more detail.
5) Same thing as 4
On anouther note, the documentation is very usefull.
