How do you make SWBF2 theme?

are there certain tools so i can make one?

yes, you take the modtools folder, open start and when you finished, use vm to merge them and replace it.

in other words: you have to explain exactly and in detail what you wat to achieve or what your problem is, otherwise we cant help you. are you talking about the visual appearance of the ingame menus, the launcher or something else?

it would be the menu(instant action, galactic conquest and options) stuff like that.

You have to make a custom shell.lvl, which requires the modtools.
