Defenders spawn; attackers don't?

Yes your favorite person is back! Here's the deal I've recently tried to add locals to my map. Everything was working fine unil this point, unfortunately the locals didn't spawn and neither did the attacking team. The defenders spawned but in limited numbers. So i took out everything having to do with the locals cleaned COMPLETELY and munged but the att team didn't spawn and the defenders spawned in limited numbers. Only one unit spawn on the ATT team and its usually an engineer.
