Dedicated Server doesn't start!

Whenever I try to start my dedicated server, the server window thing pops up, it says loading, the server status says connected, the server window closes out, the server status says disconnected, and it keeps repeating this process over and over. I am unable to ever see the server in the server list in-game, not even with all filters off.
But when I start the dedicated server on my normal computer, the server status says connected, the server window thing says loading, then that window shows me the game's current players and all of that. I am even able to find and join the server in-game. What's wrong?!?
The computer with the non-working dedicated server is my personal server and the computer with the working server is my personal gaming computer. Neither computers have a firewall of any sort running and all of the proper ports are forwarded.

Both computers get an average download speed of 10Mb/s, average upload speed of 3.5Mb/s, and an average ping of 35ms.
What's wrong?!?

Are you just trying to run stock maps or custom ones?
Are you using the dedicated server that came with SWBFII or the BlackOps one (better one to use BTW)

I am only trying to run stock maps. I am using Star Wars Battlefront 2 Black Bag Ops Server Manager which I downloaded from Filefront. Yes, it is the 1.1 version.
EDIT/ADDED QUESTION:
So I'm having another problem with the server. Right now I'm running it on my gaming computer and all is running fine. At least, everything other than the banning function is running fine. I am having a problem with the manual and auto-banning function.
There is a person who was on my server at around 10:30 AM this morning and I was just getting out of bed. I got up, showered and all that and decided to go check on how my server was doing. I went into the server log and noticed that a user had done nothing but speak profanity for about a half hour. Here is the log that let me know: (I put the asterisks there myself)
I have most of these words in the banned words file and yes, the auto-ban function is enabled. From what he said on line eight, I'm thinking that he could have quite possibly bypassed the auto-ban. I'll test it out by connecting to the server and speaking enough profanity for it to kick me.
Yep, I was kicked for the usage of banned words. He must've bypassed the auto-ban function.

I know that guy! I've seen him on MP before he defiantly is bad news.

Sheesh. That sucks.
My original problem is half-solved now. I can start the server and it's visible in the server menu in-game.
Here's the part that doesn't make very much sense. When I try to join it, it says "Joining Session" for around a minute and then brings me back to the server menu. But when I asked my friend to see if he could join it, he was able to connect and actually play!
What is wrong?!? Ugh!

Have you tried uninstalling it and reinstalling your server manager?
Just an idea, I'm clueless hahah.

I did. It didn't change anything.

It could possibly be that your computer does not have much RAM. Try opening the task manager and see how high your RAM usage is while its running. Just another idea.
Also, are you running it as administrator? Vista has some security issues. I would know. >.<

Server Manager uses an average of 7 megabytes of RAM and the RAM usage is around 30%. I think my RAM is fine.

Lemme correct two things. The computer that I am trying to run my dedicated server is running Windows XP Super Lite. (Windows XP Super Lite is a much smaller version of Windows) Also, Windows Vista is just as secure as Windows XP, probably even more secure.
Anyways, the computer I am attempting to run the dedicated server on has Windows Firewall disabled; it can't be that. Besides, the server runs perfectly fine when running on my gaming computer and anybody can join. As I have stated earlier, the server, when running on my XP machine, was able to be joined by not me, but by my friend.

Maybe your computer doesn't like connecting to the same IP address as it's self? (assuming you have a home network for your computers.)

What I meant by "security issues" was, sometimes it doesn't let you move folders or delete them because, you don't have control. One reason why the VisualMunge has Vista issues is, peoples computers don't give the munger full access to the files thus, it can't copy them.
There are also "compatibility file" issues with Vista/Win 7.

I'm not trying to connect to the server on the same computer. The dedicated server is hosted on my server and I am unable to connect on my gaming computer.

It's installed in the same path.

I'm administrator and I modified Vista's and XP's security configurations to work around these kinds of problems.

VisualMunge always works perfectly for me. Also, don't forget that it's the server with the problem, not my gaming computer. My server is running XP Super Lite and my gaming computer is running Vista Home Premium, both 32-bit and the latest service packs.

You've quoted the wrong person for the last two quotes.

I just meant that if your server is at home, your gaming computer may be trying to connect to it by LAN or something...
I have no idea but it sounds good in my head...

But I'm able to join the server on my gaming computer when it's running on the same computer. It couldn't be trying to connect by LAN because I the server shows up in the internet server list, not the LAN server list.

Judging by the fact that you said you could use the server manager only a few days ago, I have to say this:
Undo everything that you can think of, that you've done since it stopped working.
Try running the server manager on your gaming computer, and play on your other, if it's not too big of a hassle.

I've been doing that for the past two days or so and it works. That's not what I want though. My server is the computer that almost never disconnects from the internet. It's the computer that rarely reboots or anything. I can't have a dedicated server running on a normal computer.

Even though I rarely close the server window, I minimize it. Don't forget that my friend was able to join it.
