Looking for a program for texture pack making.

Well, the title says it all. Im looking for a program to make texture packs. I do not have photoshop and will not waste any money on it. So if you know a good program, post it here. (Im trying to make a realism texture pack)

Free, and you can do just about anything that Photoshop can do with it.

Some people sometimes use Paint, I usually use either GIMP or Paint.net(different from Paint in a whole lot of ways)
