Full localize?

Is there anything particular that has to be done in order to create a core.lvl that contains the localizations for every single map? Basically, I'm trying to add unit names to all the new units in BFX, which would require replacing core.lvl.

just make the names with add key then munge and well all done and copy the core.lvl and replace it in _LVL_PC

I know how to do a localize. I'm just asking, are there any special steps involved for making a replacement for the game's core.lvl?

Nope, there's a LOT more to the shipped core.lvl than localization, trust me. You can't just copy it from a mod map and call it good.
