A friend of mine is trying to register, but gets a "creating an account is unavailable at this moment," or something of the sort.

We turned off registrations after a certain banned member had a temper tantrum and kept coming back. Despite his sophomoric insults (it was actually funny watching him lose his cool like that over nothing
), it got boring after the third account he made so we just shut him out completely.
They'll probably be turned back on soon.

I don't remember this, but that may be because I restrict myself to certain specific forums. Any chance this can be done subversively by a higher authority?
