Help on getting custom skin to work on base game models?

I am currently attempting to use CodaRez's (I believe that is the correct name) Evo trooper skin. I've gone through all of the tutorials provided on this site along with those on other platforms, and for the life of me I can't get it to work.
Due to "resolution" issues I can't get the modtools to properly show the full instant action menu so I can't play my level and get an error log from it...
I assume that it uses the base stormtrooper model? But I don't really know since all I had to work with was the provided screenshots ;n;
