Here you can download the fixed config.ini for Zeroeditor.
Just replace the old config.ini in your Data_ModID or Data folder.

Yes, its for people with 19' screens because ZEs resolution would be still 1024*768 and not 1280*1024 pixel.

I have a 800x600 resolution screen. I'm wondering if changing the window down would distort the program and render some of the ZE functions inoperable.

It does, if it gets too small, some buttons slip off the screen.
