just extract it into the addon folder under C:\Program Files\LucasArts\Star Wars Battlefront\GameData\AddOn and make sure that the first files you see when you open the Rogue1 folder are addme.script the Readme, THe Mapinfo.txt and there are screenshots too I think. If you see another folder the only one that should be under C:\Program Files\LucasArts\Star Wars Battlefront\GameData\AddOn\Rogue1 is Data and in there there is a bunch of stuff.
