Ok, I need skin help. I can't seem to add any other skins besides a rifleman. I add it, go play and it's fine. I add a new skin to the rep/msh folder and munge. The rep side is always selected and common checked. I munge, go ingame, and I find the rifleman still there, but none of the others are.

What is going on here and how do I fix it?

You need to replace, not add, unless you're telling the unit to use the new tga.

And you should clean and munge. It's just taking the previously munged files and compiling them. It doesn't know that there's anything new if you're replacing files.

Ok I will try. And I indeed am replacing.
