How to make a texture mod... ?

I have been making textures lately, and I want to apply them to a side without making a new map... how would I do this? Like for example, the imperial 501st legion mod. That just modifies the textures of the stormtroopers without touching the maps... it even works on modded ones. I'm not exactly sure how to go about doing this, but I know someone does. Thanks!
