I believe I have found a solution. It caused a newly unmodified munged map to localize correctly, however the name still showed up as ABCs%_s% in instant action.
I'll try reinstallation next if this fails.

Both helpful links are 404 not founds. I'll
for the files, and hopefully I find them.
BTW, my trick worked, but it doesn't fix map name or description.
EDIT: The error is gone, I cannot thank you enough.
