And yes I turned off RLE compression.

You have to turn off the RLE Compression and this other thing(i forgot the name)

usually when it is white like that there could be a number of reasons, the one you mentioned RLE compression the other could be it is not a power of two tga, and thirdly it can't find the tga. Did your munge log say anything in regards to tgas? The other thing to try is clean and remunge the side. You just need to select the side on clean you don't need any other boxes checked.

It can't find the tga. Make sure the msh is pointing to the correct file.

Open it in a Hexidecimal editor, and look for a TGA name.

It could be this:
When you skin (or at least for me) you have to copy/paste the skin into a new file, or else it doesnt show up ingame.
Open your skin, then open a new blank, then copy your new into the blank, then go to layers, merge the layers, then save.
Or just make sure your skin is named the exact way its supposed to be named, not something new.
