You never runed BF2 from the LaunchBFII file, do it.

Wait... Battlefront Builder? Are you modding SWBF1, or SWBF2?

Look, when i tried to run the tools it never did, so i read that you must run from there to launch the tools, i think you never did it too or you dont have that tools, so do as you said and dont give ramdom suggestions too.
The readme.txtx file explains that very clear, if you never run BF from there, the tools not work, it says that you need BF2 installed.

You need to tell us why it's not working otherwise HOW CAN WE HELP?

Maybe it works now and he doesnt reply any more, but he hasnt visited the site since he posted, at least if it works now say that its solved
