I was wondering if it is possible to add custom- made units to Rome Total War, and how?

There's most likely a way, but this isn't the most frequented board on GT, so you're better off looking somewhere else.

Try reading over the install instructions for those mods. Unless it's something as simple as BF2's installs it may give some hints about what needs to be edited for it to work.
