1. Move tool, and Scale tool.

2. Maybe select all, then painbucket, then choose "Fill whole selection", "Pattern" (choose a camo-ish pattern), and "Transparent" and set the transparency you want. Then fill.

3. There's a paintbrush style that makes realistic scratches.
