Spawn delay

How can I increase the spawn rate of troops?
I changed this in the lua: SetSpawnDelay(10.0, 0.25)
to this SetSpawnDelay(5.0, 0.25), but it didn't seen to make much difference.
Does anyone know exactly what the 2 numbers are for? Are these only for vehicle spawning?
