you need to describe in more detail what you did, that was very generic, we do not know what lights you put in or anything.
probs you may be haveing.
is you light setting on low? if so turn it up
is your shadows off? if so turn them on
did you click "cast shadows : yes" in ze?
what kind of light did you place?

odf lights suck. They will crash your zero editor. You want to click on 'lights' on one of the bars at the top and just plop them somewhere. You can change their qualities on the side bar.

Everything has a purpose. ODF lights are meant to be attached not placed.

do you have the highest lighting-quality enabled ingame?
and did you enter the lightname into the "directional light 1" field?

If you're wanting a cool glowy, visible as a shiny light type of a light, you'll need to use one of those odfs and attach it to an object (note that this object could be a single vertex with no other purpose in life than to be a light)
One bugger about these lights is they can't be destroyed by any means we here possess...
...but must be cast back into the fiery chasm from whence they came...
...or not,
but anyway if, for example, you look at the lights attached to the death star bridge control panels, they keep shining even when the object is destroyed. And I think even if the object is removed (if that is even possible, I don't remember) and certainly if it is moved, the light will not in the former case disappear (I think), or in the latter move with it.

What kind of spot light effect are you trying to go for? Something like a red spot on a wall or a red beam of light starting at one point and the light cone is visible if you are standing looking at it.
The first one is done in ZE but the red spot will only show up if what you are pointing it at is affected by lights. One test I was doing with a red flashing omni light in a hallway would only show on some wall segments but not others. But when a unit goes through the area in question it would get the red flashing light on it.
If it is the second that has to be done via odf as either an attached effect of as a attached odf as explained in the BF2 lighting doc.
The video below shows the lighting thing I am talking about. You can see the red flash on part of the wall (just past the rotating orange light) and on Jango. The orange rotating light is via odf.
