how do I change the size in pixels of a picture, like from 825x825 to 1024x1024?

Either edit>image size>set to whatever you want or scale tool>set to whatever you want. You may need to change the canvas size in the same way as the first method.

Resizing an image to make it bigger will stretch the pixels, and therefore will make it blurry or stretched.
