From an unfinished tutorial of mine:
Fool Proof Guide to Particle Editor wrote: Requirements:

BF2_Modtools(Installed)
Particle Editor Update (September 1st, 2007) (Great thanks to Ace' for keeping this file up after I removed it from my filefront page, and making it into a nice little self extracting package)

After you have all three of the above, we can get started.

1.)Extract Particle_Editor_with_Mungs.exe.
2.)In the extracted files, you'll find the Munged folder, ParticleEditor_BFII, and the ReadMe.
3.)Move the Munged folder and ParticleEditor_BFII to LucasArts\Star Wars Battlefront II\GameData\DATA\_LVL_PC.
4.)Run ParticleEditor_BFII. An error message would pop up "Could not read common.lvl". Ignore it.

i did it like that -_-, but im only able to open effects from the data/common/effects folder
and the sonic blaster effect wasnt there

Uhh.. try opening files from within SIDE/***/Effects folders and World/***/Effects folders.

ok a little correction: it just crashes with the sonic blaster stuff...
and thats of course, just what i need :x
