What is this? I came across this when I was making a map for Battlefront II.

It is the Layer Index File. It is a text file responsible for managing the layers of your map.

They are located in your data_ABC/Worlds/ABC/world1 directory.

Under normal circumstances, the file is automatically updated whenever you save your world in Zero Editor.
