Directly, no.
But you can create that effect by making a ring in xsi and snap a rotating texture on it.

Maybe you could reskin the stock pollis massa skydome stuff for the nebula, then hex-edit the .msh to make the texture rotae, ive done stuff like that befor, or you could just make it spin in your .sky file
