php?

I know this is mostly a BF modding site, but with all the users and a "looks like a modified php version" site, I want to know some php things. I did find some things on the web, but, from what I found, doesn't answer my questions..
1. What files does require to custom make a php (not forum) site? I've seen (and downloaded) some php scripts, and they have a ton of files in them.
2. Is it easy to build? (Im good with computers and building html like websites.)
3. How recommended its it?
All I want to make is a custom-like mini php site. You know with the "index.php?a=home" and I want to edit it some how also. So i can have it say "site is going under some changes. Come back soon".
If you can tell me how to sort-of make one or point me to easy-to-understand tut sites I will thank you a lot.
