It appears to be a third party program. 
's a program called Fences. I think it's from the same people who made ObjectDock.

Wow, that's pretty cool. The only problem is that I only have like less than 20 icons on my desktop so I don't need it right away but I'll be sure to download it if the need ever arises.

iv been watching pure pwnage (well just started watching it from season 1 to the current tv episode.) and iv become a fan of it.
