Looks like it's displaying the water's normal maps. Did you follow the water tutorial when adding it?

yes i did am playing in 2560 by 1440 but when i turn in down to 1080p its normal.

Interesting. Does the water on other maps work fine in 1440p?

yes on all of the tock ones and interestingly enough my other custom maps water is normal at 1440p i have no idea what is causing this but if i turn the resolution down to 1080p its completly normal.
