What is the maximum number of heroes allowed on a map in BF1. and can local third sides (ie tusken raiders, gungans, ewoks, wookiees) have a hero unit as well?

I think it's only one per team.

As for the the local thing, I do know it works with Local (yellow) factions if they are one of the two main factions. However, I'm not sure if it works on the 3rd faction. I was thinking of trying adding a hero to a 3rd faction, but I've never around to doing it.

it doesn't work but i found a workaround for it. spawn a hero unit as one of the local 3rd units (but set it so only one of those units spawns)

Yes.That should work.you can place 2 local teams.One for team 1 and one for team 2.
