1-Read the FAQ at the top of this forum
2-Vista isn't supported, so it might not work. Works for some people, not for others

how do the people get it to work then. Do they instal Vista cleanly or did they just upgraded from XP? Cause I tried to get it to work with XP and I had the same problem. So I'm wondering if it has something to do with the way Vista Formats NTFS files?

All NTFS files are formatted the same way, no matter what operating system you're using, so that's not the problem...

And it works on my Vista system, so I don't know what the problem is...

Try reinstalling the mod tools maybe? Make sure to backup your maps first though...

nice. Any ways I do think it is the way Vista formats the HDD because it happened to Win XP when I tried to instal it and I instaled XP on the way Vista formats the HDD.
