I can't use Cis

I am doing a conquest map.
If I put Units= 400 when I try to use Cis in this map, I only can select the republic's start points and when I appear I am a clone and I can't use droids.
How can I use Cis?

I believe you changed something more than the unit count. More information is needed.

Can't unit count only go to 300? I read that somewhere...

I have this 'problem' on one map on wich I have added campaign gamemode, and some objectives. I don't know what is exactly causing the problem. I only know that it is caused by something in the mission lua. Sorry, I can't really help.
