hmmmm... you appeared to do something rather strange with your odfs here. why do you have 2 imp_rifleman odf's referencing a geometry? The "imp_inf_rifleman" should contain this information alone. did you copy the entire imp side folder or just the necessary files because if you copied the whole thing directly you should be fine. what i mentioned "imp_inf_rifleman" references geometry and a parent odf, "imp_inf_default_rifleman" where weapons are referenced.
my assumption is that you have 2 files calling up geometry and perhaps they cancel out? i would suggest using the default odf i just posted and adding in your weapons and you should be fine.
edit: i noticed the first odf you posted isnt even the parent. im not really sure what's going on as you have 2 basically identical odfs (besides weapons in one which should be in the parent) lol. please post imp_inf_default_rifleman.odf.

They shouldn't but what im saying is that they can and that may be the case here. and yes i didn't think of the question you asked, that'd be a definite cause.
I don't think the stormtrooper skin supports override textures; you're going to have to hex edit to allow two of the same model with different textures. You can find a tutorial on that HERE.
Ok, usually I hex edit already but the first time through the file i missed the words trooper.tga or whatever, thats why. I already hex edit the msh for most of mine.
