The thing to do would be to make copies of the Arc Trooper and give them the other characters weapons.
To add new (modded) characters... READ THE TUTORIAL
This tutorial with explain how it works and why you have to do it this way.
As for adding the skirt to the jet noob or the others.... I dunno. Unlike the cape, the skirt is not part of the ODF. I think it can be done this way http://www.gametoast.com/forums/viewtop ... f=1&t=8957 <------READ THIS THREAD ...But its not an excursion a new modder would want to take.
