D3D9 mod extensions problems.

I was currently installing 2 gta san andreas mods such as;

ENB Series Graphics
GTA IV Hud

They both need D3D9.dll in the san andreas directory to work.

When I put it in the folder the games can't even start up.

I have direct x 9.0 installed or is it just my graphics card?
