Modding is....wow, what is modding? It's a lot of things. Making new models/skins/maps/mods/etc..... Never really thought about it.

It is done using the BFmod tools, check out the FAQ thread.

I have no xbox. I don't know.

To modify SWBFII for PC you will need the Modtools.

we never edit the actual game, we make extensions or replacements. thats what modding is. (actually...fiodis described it better )

so what youre using right now may work depending on how much ram and storage you have. those are pretty much the only reqs. (can use on average about 4 gig storage, gets larger with every map you make)

So you have SWBFII for PC? And you have the ModTools? There's a lovely little folder included in the ModTools called "documentation." It has pretty much everything you need to know for creating mods. If you need further help, The FAQ / Everything You Need Thread will save your sanity.

Buy, and I'm sure it's very self explanatory where to buy swbf2. Download, no as far as I know you can't legally download bf2 from the internet.

You can mod for Xbox but its a little difficult and its limited further more you can read this topic this

yea xbox and ps2 is modable because if you read the command log when its cleaning your map it says cleaning xbox and ps2.... so its possible =P

modding ps2 is definitelly not possible, it doesnt matter what it says
they removed the needed mungeprocesses from the modtools

And modding the Xbox requires a hacked Xbox and is very risky, just ask Teancum about it
