SW Empire at War: Can't Land Reinforcements

Here's the story: my brother was playing EAW today (not FOC, just patched to 1.05) and he had a problem attacking planets. Whenever he invades a planet for either a ground battle or a space battle, he's not allowed to bring in any reinforcements, he's stuck with the initial unit. The button to bring in reinforcements is grayed out like this OK button:
He says this started only two days ago, and he installed the game on his Vista three days ago. His ratio of the troops he has vs. the troops his planets can support is large, something like 255 / 260.
I can't think of anything he's doing wrong, so I think its a software glitch. Unless you guys have an idea.

Perhaps he's at his reinforcement cap.

No, he has only one squad of tanks on the ground and should be able to bring in two more, but it won't allow him to.

Unless he some how left his units in space, I can't think of why it wouldn't work.

Well, the only other explanation is, he accidentally transferred some of his units to his space fleet in orbit above the planet and landed a minimal task force...which I see as highly unlikely. I would recommend updating your game.

Or "downdating". I had some weird bugs with 1.05, I solved them by "downdating" EaW to version 1.02, everything works just fine now.

Would that have included an empty raid fleet that appeared after you conquer a planet that if you put any units in it, it just swallow them up? Well, my borther restarted his game anyway, and it works fine now, so I think they're just random bugs.
