Depends, do you mean the actuall jet pack item thats visual?
No
Why not just reskin the jettrooper to loook like a regular one?
If you just mean the ability to fly.
Yes
Just add the jetpack values that are in the jettropper odf.

Then just reskin it.
Or rename the default trooper skin to that of the jettrooper, I'm pretty sure they use the same model.

The jetpack uses a separate which is attached to a hardpoint on the regular trooper msh.
So, in effect, it uses a separate texture.

ControlSpeed = "jet 1.50 1.25 1.25"
JetJump = "5.0" //7 //The initial jump-push given when enabling the jet
JetPush = "8.0" //The constant push given while the jet is enabled (20 is gravity)
JetAcceleration = "30.0" //Acceleration while hovering.
JetEffect = "rep_sfx_jetpack"
JetType = "hover"
JetFuelRechargeRate = "0.12" //Additional fuel per second (fuel is 0 to 1)
JetFuelCost = "0.16" //Cost per second when hovering (only used for jet-hovers)(fuel is 0 to 1)
JetFuelInitialCost = "0.25" //initial cost when jet jumping(fuel is 0 to 1)
JetFuelMinBorder = "0.24" //minimum fuel to perform a jet jump(fuel is 0 to 1)
CollisionScale = "0.0 0.0 0.0"
Thats the line you add. I know for a fact that the jetpack is a seperate msh. I've seen the files before but I don't remeber their names. But I don't think it would work even if you found the msh files. I don't think theres a hardpoint on the trooper model.

Jetpack is NOT a separate msh.

Ok, Ok, Bottom line, reskin the jettropper, and change his weapons, if you want a regular trooper with a jet pack.

If you want the visual jetpack on another character, just read this topic:

Try it with a jetpack instead of a cape! Good luck with that
