its not a new 3rd faction its the cis faction the normal one with an added unit do i still do it the same way?

You can add your Security Droïd in SWBF by updating existing "cis.lvl" file or by creating a new side, which contains only the new droïd... That's why Rends talked of "3rd faction"...

so theres no other way to make it localized?

If Rends is right, so you seem to have the UK English version...
