Since valve is constantly releasing new updates, where can I go to get all the updates at present?

Steam automatically downloads and installs them (unless you program it to do otherwise). If you want to know about the details of each update, I would recommend visiting the official wiki: http://wiki.teamfortress.com/wiki/Main_Page
