Why do some people get a banhammer while others don't?

ban hammer in which instance? like when a person spams or posts urls to their crappy website or you mean when they sign up and never get removed even after years of not posting?

i think press_tilty meant that people who got banned dont have all the same rankicon. some have the banhammer for instance and some not.
