You could try to use the biped guide in Softimage, snap all the guides to the bones in the unit template, tweak some settings and generate a rig from guide but the best end result would probably be to just build a custom rig.
Thought about doing it even though I don't really mod this game anymore, I just enjoy making these sorts of things, recently made one for Jedi Academy and works flawlessly.
If I made one I'm assuming it would be best if it were made in Mod Tool 7.5?

And thats what i'm askin for can i create every kind of control element?
The unit template is not enough because it misses finger controls

Well the unit template was kinda just an example and also most unit skeletons share the same structure so you could weigh a model to it and get it working without making new animations.
You could add fingers but you'd have to make custom animations to go along with it.
Best IMO would be to make a shadow rig since SWBF2 requires SI|3D style bone chains and using those in rigs is less than ideal. I'd make the bones needed for the character or say use the unit template then build my own skeleton rig and constrain the SI|3D structure skeleton to it, just so you know it would work.
