Spawning destructible CPs and values / objective color code

I have a vehicle spawn point on my map which spawns a destructible command post, different for the era. The value of the command post for bleed values is 100. I cannot get this value to change. I have changed the value in the odf for them, but it remains at 100 when I run it in SPTest. I cannot set up the bleed values correctly with them at bthis value.
What do the red and orange color references in the lua for objectives mean?
