I'm sure I've missed something really obvious here.

The AI aren't spawning in one era of one game mode. 1 flag CTF empire. The AI spawns in both era conquest mode and in republic 1 flag CTF. What the heck have I missed? I'm going to guess it's to do with the LUA, however I can't see anything that is amiss.

Post the Lua.

It appears the default Lua that comes with the first munged world is bugged, as I tested another world's one that has been unmodified. I put together another using the republic era 1 flag lua as the basis, and it works now.
