i just want it to be so that the character has a default primary weapon be an award pistol instead of the pistol. So you don't need to unlock it and you just start with it.
rep_weap_inf_pistol would be

rep_weap_award_pistol

for to eliminate the point unlock for the weapons you must to modify in this case the file
com_weap_award_pistol which location is data_ABC/side/common

but i don't know how to modify the point unlock, sorry

Go into the character odfs and add the line that summons the award weapon. Then check the award weapon odf in the common folder and in the side folder that you are working with. If it has a points to unlock function delete that line.

Remember it would be the default_(unit type) odf instead of the side_inf_unit odf.
