I know that hover_tanks can float on the surface of water, but can tread_tanks and walk_tanks survive being completely submerged in water? Also can they still fire their weapons underwater?

They can fire ther weapons, and they should survive. If they do lose health insert a damage region that only effects vehicles and make the base damage positive, but the scale to the vehicle negative or vice versa.
