Problems with BF2_modtools.exe

I recently found out that there is a test environment within bf2 modtools, and it's called "BF2_modtools.exe". However, whenever I try to run this test environment, I get an error saying that "binkw32.dll is missing". Is there any way that I can fix this, and begin to use the test environment?

So I would essentially take the digital download version, and put it in my swbf2 gamedata folder?
