When I play as Shaak Ti it looks like her lightsaber and movements are the same as Asajj Ventress off the Xbox. Is it possible to do an Asajj for PC with the fibrecord Lightsaber?

Double blaster must be possible as well; in the instruction booklet is a pic on the background of Jango wielding 2 cis blasters, so it's from SWBFII... I'm working on it and playing but can't get it working, and there aren't animations for them as well i believe...Still i will find this people, for Jango and Fordo!

Not actually, you'd need new anims.
Theres some work around, but no satisfactory ones.

Just cause its on the manual doesn't make it possable, sadly.

Not necessarily. 1.9 is further along than Phoenix 1.8.2. However, it looks as though 1.8.3, which should be coming out "soon", might be more up to date than 1.9. But, if you read up on the information behind the Phoenix project (they're Announcements right at the top of the Conversion Pack forum), you'll learn why Phoenix came about, and why it might be better to stick with 1.9 until a little later.
