XSI Cloth at wrong position

Hey there,
does anyone have an idea why my kama is a scarf??
Previous when i made cloth stuff for my RC mod, i never had such problems. I enveloped the cloth to bone pelvis and i also tried bone root, but both with the same result. I tried freeze M and also freeze but nothing fixed this.

i removed the cloth, so it is now a static mesh and everything is at it's right position. So it seams to be a problem of the cloth.
does anyone have an idea why my kama is a scarf??
